"As remarked in their preface the executors decided to publish this tract since the country again faced the same shortage in foodstuffs which had so alarmed Burke in 1795. On the earlier occasion he had addressed to Pitt a memorial and proposed to dilate upon the matter 'in a series of letters on rural oeconomics, inscribed to his friend Mr. Arthur Young.'"
